The Empire is on a clear downward slide.

The Emperor demands that Hari gets down to work on his psychohistorical project, but then immediately appoints him to the now vacant post of Chancellor after Eto Dezeril disappears without warning.

Hari is able to defuse several threats against himself and the Emperor, but a deranged gardener manages to kill the Emperor where everyone else had failed. Hari is rather gratefully sacked from the Chancellorship and he returns to university life to pick up the threads of his psychohistorical research where he is ignored by the new Emperors.

But someone's still gunning for Hari, for he faces a show trial after beating up a couple of gang members who had attacked him in a badly lit park - a park that was usually brightly lit!
